The Central Massachusetts Regional Planning Commission (CMRPC) is seeking a qualified individual to serve in the position of Finance Manager.  This position manages and directs accounting activities related to the daily business operations of CMRPC and ensures that all procurements, payroll and fiscal obligations are met and conducted in accordance with federal, state and local laws.  This is an opportunity to work in a dynamic, interdisciplinary, fast-paced and innovative environment with an opportunity for growth.

Job duties include:

  • Manage financial accounting processes, including budgeting, forecasting, cash flow management, month end close, annual audit and tax returns.
  • Prepare monthly, quarterly, and annual reports for presentation to the Executive Committee in collaboration with the Executive Director.
  • Supervise finance department staff including the review and approval of all journal entries, payroll and warrant preparation, timely reporting of all local, state and federal financial reports as required by law or request.
  • Define, revise, and implement policies, procedures, and guidelines across the department to ensure consistency.
  • Administer overall business management which includes, but not limited to:  Accounts payable/receivable, budgetary development, monitoring and analysis, payroll processing, and performs all other related work as required. 
  • Develops Ad Hoc data and grants management reports for administrative and program staff.
  • Assures accounting of funds comply with federal, state and grant regulations (including allowable costs, governmental auditing rules, and subrecipient monitoring and management).
  • Develops and maintains cash management system.

Qualifications:

A Bachelor’s degree in finance, business administration, public administration or closely related field, ten years of progressively responsible finance experience including supervisory experience; or any equivalent combination of education and experience. Governmental experience preferred.

The successful applicant will demonstrate all or most of the following skills:

  • Financial management experience in an organization with multiple funding streams that have defined reporting requirements.  This could include governmental entities, educational institutions, non-profits and similar organizations.
  • Familiarity with governmental grant and contract reporting and audit procedures.
  • A professional demeanor and a positive “can do” attitude.  Ability to work effectively with CMRPC staff, town, federal and state stakeholders and the public.
  • Demonstrated supervisory experience.
  • Ability to multi-task, work independently, prioritize responsibilities, meet deadlines and work well under pressure.
  • Excellent organizational and communication skills, ability to use excel, word, online transactions and accounting systems for maximum accuracy and efficiency.

Supplemental Information

This is a full-time position with an excellent state employee benefits package. Standard work week is 5 days (37.5 hours/week).  Candidates must have legal authorization to work in the USA and a valid driver’s license and/or the ability to arrange transportation to meetings in different parts of the region. While many CMRPC staff work remotely in part, all staff must be available for in-person meetings within the region as needed, and it is expected that staff be available for in-office work as is appropriate for their work assignments.

The salary range for this position is $75,000.00 – $103,880.00 depending on experience and qualifications. Offers will be commensurate with relevant experience. In addition to competitive compensation, CMRPC offers a great work environment and an excellent benefits package. This position is exempt under the guidelines of the federal Fair Labor Standards Act.
