Central Mass Safe Streets for All Action Plan and Demonstration Project (RFP)

The Central Massachusetts Regional Planning Commission (CMRPC) is soliciting proposals from qualified firms to prepare a Regional Safe Streets for All (SS4A) Action Plan and to provide design and support for a Demonstration Project. The Action Plan will identify improvements at high-crash locations across the region to eliminate roadway fatalities and serious injuries for all users, including pedestrians, bicyclists, public transportation users, and motorists. The Demonstration Project will be conducted on Beacon Street in Worcester’s Main South neighborhood, from Madison Street to Boys and Girls Club Way, and will test novel approaches to improving roadway safety.

The total project budget is up to $400,000, including $350,000 for the Action Plan and up to $50,000 for Demonstration Project design and support. Of the $50,000 allocated for design and support, $12,500 is contingent upon future funding authorization for final design.

The RFP will be available beginning May 12, 2025, at 2:00 p.m. Eastern Standard Time (EST) and may be obtained by emailing Robert Raymond at rraymond@cmrpc.org.

Technical proposals must be submitted via PDF by email to Robert Raymond at rraymond@cmrpc.org. Price proposals must be submitted separately in a sealed envelope clearly marked “Price Proposal – Safe Streets for All RFP” and delivered to Connor Robichaud, Central Massachusetts Regional Planning Commission, 1 Mercantile Street, Suite 520, Worcester, MA 01608. All proposals are due by 2:00 p.m. EST on June 9, 2025. Late submissions will not be accepted.
