MicroProjects Program

The MicroProjects Program is the Central Massachusetts Metropolitan Organization (CMMPO) funding program for first and last mile solutions, community transportation, and other small, non-traditional transportation projects, such as bikesharing facilities. 

The MicroProjects Program was created by the CMMPO with the intent to fill the gaps in the transportation network, create first and last mile connections between transit and other modes of transportation, and to support access to essential services, including jobs, education opportunities, health services, and healthy food. 

From the public outreach and engagement activities, the CMMPO heard loud and clear the need for more local transportation services. To that end, the CMMPO allocated $400,000 per year to the Transportation Improvement Program (TIP) for the MicroProjects Program. Schedule is subject to change pending cost increases or programming year changes of existing TIP projects. 

The MicroProjects Program is funded with federal Congestion Mitigation and Air Quality (CMAQ) funds. As such, all projects must demonstrate a benefit to the air quality in the Central Massachusetts region and meet other federal requirements. In other words, applicants must show the reduction in emissions by shifting trips from vehicles to cleaner alternative modes of transportation.

The Program will only cover 80% of the project's capital or operating costs. Proponents should anticipate providing 20% local match. 

Who can apply for the MicroProjects Program funds?

Eligible applicants for the MicroProjects Program include municipalities, Transportation Management Associations (TMAs), and the Worcester Regional Transit Authority (WRTA). Other entities, such as non-profit organization, may apply in partnership with a municipality, TMA, or the WRTA that has agreed to serve as a project proponent and fiscal manager. 

What type of projects are eligible?

For the beginning of federal fiscal year 2024 (FFY 2024) the types of projects eligible for the MicroProjects Program funds are: Bike-share stations and bicycles, microtransit options for new community transit services, purchasing of new vehicles, vans or shuttles, and for the implementation of Travel Demand Management (TDM) strategies geared to commuters.

Timeline:

January 20, 2023: Deadline to apply

January 25, 2023: Presentation to the CMMPO Advisory Committee

February 15, 2023: Presentation to the CMMPO

Spring 2023: Statewide CMAQ Consultation 

April 19, 2023: Draft TIP Listing release for public review

May 17, 2023: 2024-2028 TIP Endorsement by the CMMPO

October 1, 2023: 2024-2028 CMMPO Endorsed TIP is in effect and available for distribution to applicants


Awardees will be expected to submit a scope of work and budget and coordinate with staff in MassDOT's Office of Transportation Planning to establish a contract between the awardee and MassDOT. More information about the implementation phase will be provided to the selected projects to receive funding.
