Overview
The Central Massachusetts Public Health Training Hub (CMPH Training Hub) is one of ten statewide training hubs funded by the MA Department of Public Health (DPH). CMPH Training Hub aims to provide uniform and standardized training for environmental health personnel, encompassing critical areas such as housing, camp, pool, septic, and soil inspections. Our overarching objective is to fortify the competencies and capacities of the local public health workforce, enabling them to meet the Performance Standards, and to cultivate visionary leaders capable of catalyzing transformative changes within the local public health system.
Encompassing 44 municipalities, with a predominant focus on Worcester County, CMPH Training Hub establishes a wide-reaching presence. CMPH Training Hub follows a 3-tiered model:
- Tier 1: Foundational Knowledge
- Facilitated by TRAIN MA, FDA, FEMA and other asynchronous online learning.
- Tier 2: Intensive Training
- Facilitated by BU (formerly called PHIT, now known as Local Public Health Intensive Training (LPHIT)), Certified Pool Operator, Soil Evaluator, and System Inspector.
- Tier 3: Applied Practice
- Facilitated by the Local Public Health Training Hubs.
This multi-tiered approach underpins our commitment to delivering comprehensive training, expanding the cadre of proficient public health professionals, and strengthening local and regional public health capabilities.
Hub Trainers will be trained by DPH Central Trainers in a standard curriculum to prepare them to facilitate Tier 3 to ensure local public health professionals have the competencies for housing, food safety and other environmental health topics. DPH Central Trainers are finalizing the Tier 3 curriculum. Once this is finalized, local public health inspectors can get training from CMPH Training Hub. We are working closely with Central Trainers and OLRH staff, please be patient as we finalize the full details.

Local Public Health Intensive Training (LPHIT) Courses
Local Public Health Intensive Training (LPHIT) Housing course: The Local Public Health Intensive Training (LPHIT) Housing course, formerly known as MA PHIT Housing, is designed for local health inspectors charged with enforcing housing-related laws and regulations, including State Sanitary Codes (SSC) 105 CMR 400.000: General Administrative Procedures (400) and 410.000: Minimum Standards of Fitness for Human Habitation (410). This 6-part virtual training program prepares health inspectors with in-depth knowledge of the housing inspection process before their practical, in-person Tier 3 experience led by HUB trainers. The virtual modules are interactive and engaging. | Local Public Health Intensive Training (LPHIT) Food course: The Local Public Health Intensive Training (LPHIT) Food course, formerly known as MA PHIT Food, is designed for local food inspectors charged with enforcing Massachusetts Sanitary Codes 105 CMR 590.000 AND the 2013 FDA Model Food Code and Supplements. This 10+ module hybrid training program prepares health and food inspectors with in-depth knowledge of the food inspection process before their practical, in-person Tier 3 experience led by Hub trainers. All modules are interactive and engaging. |
Next steps:
Local Public Health Intensive Training (LPHIT) Housing/Food courses (Tier 2) require prerequisites (Tier 1) to be completed during or after the courses. For a list of the prerequisites, please click here.
When you complete the LPHIT Food/Housing courses AND the prerequisites for each course, you will be eligible to start Tier 3: Applied Practice with CMPH Training Hub. DPH Central Trainers are finalizing the Tier 3 curriculum. Once this is finalized, local public health inspectors can get training from CMPH Training Hub. Mishel Caisapanta, Public Health Training Manager, will be contacting local public health inspectors for the next steps. Please be patient as we finalize the full details.

LPHIT courses are developed by the Massachusetts Health Officers Association, the Massachusetts Environmental Health Association, the Massachusetts Association of Health Boards, and the Massachusetts Association of Public Health Nurses, led by the Boston University School of Public Health and funded by the MDPH Office of Local and Regional Health. These food and housing courses will continue to be offered to local health professionals regularly, and additional courses including wastewater, recreational camps, pools and more will follow.
